1. Revitalizing Environmental Commitment and Thrust (REACT) 3.Learning from Information and Communication Technology for Development (ICT4D) Research to Enhance Policymaking (Philippines)
The OFW 2004, the fourth to be held in the Philippines was implemented under the Academic Exchange and Cooperation Agreement between the University of the Philippines Los Baños and Nagoya University Graduate School of International Development. The OFWs in the Philippines have been organized and coordinated by the Institute of Development Management and Governance, College of Public Affairs, UP Los Baños in coordination partner institutions. Through the conduct of OFW, participating faculty and students of both GSID and IDMG-CPAf get exposed to collaborative efforts in development work. Likewise, the activity provides the foreign professors and students to know directly and get first hand information about the development issues in developing countries such as the Philippines and earns the students enrolled in Masters in International Development, International Cooperation and International Communication a total of 4 units (2 units for the In-house Preparatory Seminar and 2 units for fieldwork). Other than UP Los Baños, other universities and countries in Asia that are participating in GSID sponsored-OFW include the Gadjah Mada University (Indonesia); Chulalongkorn University (Thailand); Tsinghua University (China) and Gyeong Sang National University (Korea). Details of the OFW 2004 What is the OFW? The OFW as you probably know, is part of the academic exchange program with the GSID of UP Los Baños through our Institute-IDMG. It is part of the masteral program offering of the GSID and is conducted with partner institutions in developing countries. The OFW is a development intervention where researchers and students contribute their broad analyses of significant country issues and also to expose graduate students of GSID on the conditions of developing countries. To date, three OFWs have been conducted in the Philippines, 1994, 1995 and 2000. Country research results are published in the GSID publications Overseas Fieldwork. Who are participating in the OFW 2004? Twenty-seven international graduate students and five faculty from the GSID will participate in the OFW 2004 and four faculty from IDMG and eight student assistants who are all IDMG students will assist them. The host local government, Lipa City has created a steering committee that shall also assist in the preparation and coordination of the OFW 2004. Where is the site of the OFW 2004? This year, the Philippines have been selected following Thailand, as the OFW site. In the initial assessment made by faculty from GSID and IDMG, Lipa City has been selected. Four barangays have been identified as the units of analysis for the research. What are the research areas in the OFW 2004? The fieldwork research areas identified are the economy, migration, education and communication. Research was done by working groups according to the research areas. Each working groups was assigned to a particular barangay. Generally, the research instrument used is PRA. What is the IDMG students’ role in the OFW 2004? Each working group had two IDMG and eight GSID students, two faculty from GSID and one from IDMG. The IDMG students was expected to generally assist in the actual fieldwork where the major expected output is translation during the course of the interviews and field visit. Students was also expected to participate in working group meetings, presentation of research results and other tasks that may be occasionally assigned. What is the schedule of the OFW 2004? The OFW 2004 was conducted last 26 September to 9 October 2004. Below is the rough schedule of activities.
What are the benefits of IDMG students participating in the OFW 2004? The learning and experience that IDMG students can gain will be most beneficial especially in doing your Field Study which is part of the requirements in the Master in Management major in Development Management where you are currently enrolled. Also, the student’s participation and learning will redound to practical applications for work on top of the exposure under a multi-cultural environment. These benefits, to my mind, directly accrue to the students increase in capacity. For the duration of the OFW, lodging was provided at the Hotel La Corona in Lipa City. A daily subsistence allowance for meals and other expenses was also provided.
OVERVIEW
Information and communication technologies have immense impact on virtually all aspects of life. The rapid progress of these technologies opens new opportunities to attain higher levels of development. Under favorable conditions, these technologies can be a powerful tool in increasing productivity, generating economic growth, creating jobs and improving the quality of life for all. Cognizant of these, the Department of Science and Technology (DOST) and the International Development Research Center (IDRC) have started a project, “Learning from Information and Communication Technology for Development (ICT4D) Research to Enhance Policymaking (Philippines),” which aims to identify the transformational impact of ICT on Philippine society. It will tap lessons learned from various local ICT projects that have already been undertaken. From these, doable policies on ICT will be drafted and actions taken. DOST initiated series of ICT4D conferences. The first of which was conducted on 11 August 2004 at the Lim Ketkai Center in Cagayan de Oro City. This was followed by another for the Visayas Region (Regions 6, 7, and 8) on 8 September 2004 at Lahug, Cebu City and the Northern Luzon on 28 October 2004. DOST IV-A will host the Southern Luzon Region (Regions IV-A, IV-B and V) on 24 November 2004 at the SEARCA Auditorium, SEARCA, College, Laguna. The nationwide conferences are intended to inform people about the project as well as to provide a venue for collaborative work among stakeholders, advocates and practitioners. In addition, the conference series aims to:
ICT4D PROJECT BRIEF DOST and IDRC in support of the project “Learning from Information and Communication Technology for Development (ICT4D) Research to Enhance Policy making (Philippines),” have initiated other activities. ICT4D is referred to here as those that includes digital and interactive technologies as well as those which provide for interfaces between traditional and new technologies. The use of such should be development-oriented. Although the projects take an expansive view of the uses of ICT for development, it gives premium to initiatives that lead directly to empowerment of communities and marginalized groups/sectors. ICT4D Inventory The cooperative undertaking is conducting an inventory ofICT4D projects to determine what have been done or are being done in the country. The results will be used to identify issues, gaps, and education and research themes. These will be furthermore be used in drafting the Philippine ICT4D agenda. Grants Program For the Grants Program, interested parties are invited to submit proposals that may be supported by the project. Study should focus on any of the following themes:

Revitalizing Environmental Commitment and Thrust (REACT)
Managerial Leadership class, DM 241, conducted a group project entitled Revitalizing Environmental Commitment and Thrust (REACT) on February 24, 2005 at the Laguna Lake Development (LLDA) office in Calauan Laguna under the supervision of Dr. Mimosa Ocampo.
With the current issue on the importance of environmental protection, the class decided to embark on a leadership and team building initiative training to strengthen and revitalize the commitment of the Environmental Army Foundation, Inc. (Hukbong Pangkapaligiran).
The Environmental Army Foundation, Inc. (Hukbong Pangkapaligiran) is an organization composed mainly of farmers and fisher folks armed with shovels and pitchforks, to undertake the physical clean-up of the various rivers and streams surrounding Laguna de Bay.
The class believes that issues of environmental protection and preservation are consequential to counter the escalating deterioration of Laguna de Bay caused by indiscriminate dumping that resulted into the threatened existence of the life forms the bay sustain. In this view, the group aimed to rejuvenate the commitment and thrust of the Environmental Army by raising awareness and heightening motivation through role definition, assessment of the strengths, weaknesses, and opportunities emanating from personal commitment and collective action to rehabilitate Laguna de Bay.
